But then Gibbard’s account goes on to interpret what the relationship to this proposition is, and it is Gibbard’s interpretation which gets his account into trouble. According to Gibbard’s interpretation, expressing a mental state is something that a speaker does, and which is subject to the speaker’s intentions. ¹¹ But a more minimal account of the expression relation could resist these moves. It is right, according to the minimal view, that a sentence expresses a mental state by being associated with the proposition that the speaker is in that mental state.

So perhaps it expresses that belief in just those cases. But it is easy to see that this idea is hopeless for expressivism. Expressivism says that the meaning of a sentence—descriptive as well as normative—is given by the mental state that it expresses. But then it straightforwardly turns ⁶ One of the uses of moral language that Ayer (1936: 103) distinguishes, is to make ‘ejaculations’. Ejaculations are plausibly some kind of causal notion. Simon Blackburn also certainly suggests a causal reading when he characterizes expressivism as holding that when we ‘assert values’, ‘we voice our states of mind’ (1998: 50) (italics in the original), although Blackburn denies ever having been sympathetic to the causal account.

But it is natural to resist this view. Imagine that Allison has been out of touch since late October 2004, and believes that John Kerry was elected president of the United States. If you ask her who is president of the United States, she will say, ‘John Kerry is president of the United States’. Now what Allison says is false, and it is clear that in saying something false, she is making some kind of mistake. But it is natural to think that her mistake is not really linguistic—rather, it is a mistake about US politics.
